I'd like to read posts in some Russian forum.
This forum is restricted only for chosen citizens of Russia (and former Commonwealth of Independent States (CIS) - Belarus, Georgia, Azerbaijan, etc ), that live now in these countries.
I'm not CIS citizen, I don't live in Russia, but one of the members secretly gave me login and password to this forum.

I assume that the forum administrator makes an efforts to expel suspected forum participants. (non-Russian IP, IP that belongs to the list of well-known proxy servers, different IP for each login, transparent proxy, etc)

Who can recommend me the best solution that allows me to login and read posts in this forum in relative safe way?
Payable solution seems to obvious. On the other hand, I don't need expensive offers that give "many servers", "many IPs", "high speed", "torrents", "seo".
What should I take into account by selecting the provider? Should I use proxy server or VPN?
