Questiong About IRC Proxies

Sometimes when I try to connect to IRC using certain proxies, rather than connecting, my status window becomes filled with HTML code.

My question is fairly straightforward: Is there a proxy checker out there that can distinguish between these types of "connect" proxies, and those that are actually capable of connecting to IRC?

Thanks. Just to clarify, if it's only http, what are the chances of connecting to irc? Around 20% perhaps?
