Question about proxy logging rules

Does anyone know how to find out which countries don't legally require a proxy server to keep logs on its users? If it helps, this would be a private proxy, not one open to the public.

It depends on the setting of the proxy server. Only the proxy administrator knows whether the proxy logs on its users.

No, I mean I want to create a proxy server and need to know in what countries logging is mandatory, so I can make sure my server isn't in one of them.
