Working Proxies Always Level-3

Hi,

I've been running thousands of proxies (leached from reliable sources) through EPS-Pro 1.06d (patched) and those that work are always classed as Level-3. When I first installed EPS Pro on my last computer it would return a mix of Levels 1, 2 and 3 and was working perfectly. The problem has only occured since reinstalling my copy on a new pc. I've tried using different judges but that makes no difference and I'm sure that my lists are not 100% transparent proxies.
