Why I can't Change My IP Address Manually ?

Hi,

I am new in proxy.i tried change my IP with proxy frim Internet explorer browser.i used these anonymous proxy list here :

And i set my IP with these :
1.Open Internet explorer >> click Tools >> Internet Options
2.Click connection tab >> LAN settings >> Use Proxy Server for your LAN >> Click bypass for local address
3.OK

Then i checked my IP,the result is my IP didn't change at all.what's wrong ?
is my LAN are not setted ?

I tried using good IP address with level 1 anonimity :

64.246.18.25:8888
66.98.212.79:8888
91.139.144.115:8088

then when i surfed to the nets i blocked by tenebril online service :

403 Forbidden

i used third IP from the list above,and connection are too slow

what's wrong with it ?

It's the problem of the proxy you are using. Please switch to another proxy. Thanks.
