Okay, I decided to look up my L1 proxy harvest in case there are any SSL-enabled ones among them. So I configured and ran a test with Charon. Well, good news there were some HTTPS there...
Bad news is that Charon claims only 2 of 170 L1 proxies are actualy L1. Charon states that 168 of those proxies contain "via" (HTTP_VIA;HTTP_PROXY_CONNECTION;HTTP_CONNECTION;HTTP_FORWARDED).
I used the same proxyjudge for Charon and Bleach
Bleach was in "strict" test mode
How come? This means L1 proxies I gathered are not "elite" (I.e reveal the fact user is behind a proxy to destination)?

Would you please give me some L1 proxies that are claimed not level 1 by Charon?

I think what FPL №1 proxy harvester but not №1 proxy checker.
Use proxy checker 7.4 to check Unique proxy list.

Taken from L1.txt of Bleach and pasted to Charon
Charon claims ALL of them to contain a "via" (HTTP_VIA;HTTP_PROXY_CONNECTION;HTTP_CONNECTION;HTTP_FORWARDED)
both Charon and Bleach utilized http://www.nassc.com/pr.php judge
All proxies were alive @ moment of post.

I'm sorry to see the proxies late. There is only one alive proxy in your list now: 165.229.79.50:8080
It's a Level 2 proxy judged by Bleach.
Your proxyjudge is NOT formal AZ proxyjudge, please use this one instead:
http://www.cli3nt.com/aenv/
There are more formal proxyjudges: http://fpl.my-proxy.com/fpl-judge.php

Ok. Now I use judges only from FPL page. Anomaly persists. As it is unlikely that a lot of proxies I post will survive, I think a more feasible approach would be to replicate the procedure.
I select http://thecric.free.fr/AZenv/azenv.php judge (best ping)
I select strict Bleach mode. Full bleach test. Then I select the same judge as the only one for Charon. Import L1 list to Charon. Run the test.
At least 45% of the list are always considered by Charon to contain a "via"

Thanks for your report. We now find Bleach is not completely compatible with some proxyjudge. Bleach will consider some L2 (anonymous) proxies as L1 (high anonymous) with them. We will fix the problem in the next version.
You can download this Bleach (1.09 preview version) to solve your problem now. http://fpl.my-proxy.com/Bleach.zip
