I've been falsely accused by PayPal. I tried using Tor to sign up for a new account, and they immediately limited access. So they can see Tor.

Can they see Elite Proxy Switcher if I use the paid version? If not, how do I set it up?

No, your account will be limited too if you use a proxy to create a PayPal account.
