0 proxy leech while proxies exist!

Hi, I am using the trial v of FPL 1.10

I've noticed this:

Topic: get 0 proxies from: http://www.freeproxylists.com/elite/d1207763150.html
etc...

while these links contains proxies..
why it's not leeching them?

i forgot something else..
in the forumlist.txt
there's this link:

i really do not know how to modify this cause i do not know what |elite/d|0 stands for..
on this site there's also:

http://www.freeproxylists.com/socks.html

but fpl does not leach these socks
how can i add the link on the forumlist.txt to make it leech all socks ? as this 1: |elite/d|0
