Sorry, I'm quite new here.
Could anyone tell me that what "IRC / YAHOO Server connect proxys" means?

first answer is im not a live encyclopedia
IRC/YAHOO connect are Proxys which can be connected to IRC or Yahoo servers. Got me bro?
HTTP/IRC connect Proxys can be used for browsing as well as staying anonymous in an IRC server

Does Yahoo servers mean Yahoo Messenger or Yahoo mail?
How can I get and test socks proxies?
How can I get and test IRC proxies?

no, it isn't the server which you use to connect to yahoo messenger

example -  vc.scd.yahoo.com:5001
thats a yahoo server used to test socks proxy

well if you want to check some on ur own, u need some tools.
try google for charon or add me esmyl88@hotmail.com , i might send you some tools i have
