It's same for the hostel network administrator whether you use a http proxy to download the file or directly download the file.
The difference is only the source of the file, whether from the download site's IP or proxy IP.
It should work if you use a HTTP proxy in the download tools to download a file with this format: http://...

although, if im using the proxy in IE it is wrkin perfectly but when i try to use it in the download managers it only showass connecting and never get connected.......kindly recommend me sme good download managers and also provide me a working proxy .... juss to check whether there is any problm with the download managers or my proxies.
is it possible tht the network administrator can block certain download manager? ??

Maybe the proxies (such as Planetlab/Codeen proxies) disable the downloading funtion, you can try other proxies.
It isn't difficult to block downloading. For example, the network administrator can disallow the requests for any files other than *.html, *.php,*.asp and *.jsp.

I don't know whether it can work, but you can try.
Make a file "try.reg":
REGEDIT4
[HKEY_USERS\.DEFAULT\Software\Policies\Microsoft\Internet Explorer\Restrictions]
"NoBrowserOptions"=dword:00000000
[HKEY_USERS\.DEFAULT\Software\Policies\Microsoft\Internet Explorer\Control Panel]
"SecurityTab"=dword:00000000
"SecChangeSettings"=dword:00000000
"SecAddSites"=dword:00000000 Run it and then set the "Security Level" to "Default" in the Internet Explorer Option. Now you can download if you successed.

Open your Notepad, copy these code onto it and then save it as "try.reg".

Any location as you like. For example, "D:\".
